Anthropic measured the gap between what AI can do and what it’s actually doing. The results shift the focus of the conversation.

A number circulated quietly among researchers last week: 96%. That’s the proportion of tasks in Computing and Mathematics occupations that AI is theoretically capable of performing, according to Anthropic’s own analysis.

It sounds like a death sentence for the software industry. It’s not. And the reason explains better than any 2023 prediction how technological disruption actually works.


Two Numbers That Tell Different Stories

Anthropic’s research introduced a metric called observed exposure: the combination of AI’s theoretical capacity and actual usage data from Claude. The gap between the two columns is where the interesting story lives.

The theoretical column reflects capacity. The observed column reflects actual deployment. The gap between the two is enormous in nearly every category, and it’s not a temporary lag. It’s structural.


Why the Gap Exists

The instinct is to read the observed column as something that will β€œcatch up” to the theoretical column over time. That may be true in some domains. But that reasoning ignores what’s actually blocking deployment.

The legal sector is the clearest example. AI can theoretically handle 88% of legal tasks. It’s being used for 15%. It’s not a skills gap: lawyers know the tools. It’s civil liability. No one wants to sign off on AI-generated legal work when the cost of an error could be existential.

Healthcare shows the same pattern. 58% theoretical. 5% observed. Clinical responsibility doesn’t disappear because a model can read a medical record.


The Programmer’s Paradox

The occupation most exposed to AI is the one most actively building the tools that expose it.

Programmers have integrated AI faster than any other profession. They use it to handle repetitive code, generate tests, review code, and accelerate debugging. What that’s produced isn’t mass layoffs, but a slowdown in junior-level hiring.


Where Disruption Is Actually Appearing

This is the part mainstream coverage generally omits.

Expected disruption narrative:

The disruption is falling on those who haven’t yet started their careers, not on those already in their roles. That’s a different kind of damage: less visible, harder to measure, and almost completely absent from the conversation about AI and employment.


The 30% That Doesn’t Appear in These Charts

Buried in the data is a category worth naming: roles that AI simply can’t touch.

Near-zero AI exposure:
  Cooks, bartenders, mechanics, electricians,
  construction workers, lifeguards, plumbers,
  HVAC technicians, home care assistants

Reason: physical presence, manual dexterity,
        real-time adaptation to unpredictable environments

AI exposure: 2–10%

Occupations with the lowest AI exposure are almost entirely defined by physical presence. A model that can draft a legal brief can’t repair a pipe, read the room in a bar, or respond to an unpredictable situation on a construction site.

Workers most vulnerable to AI, by contrast, tend to be older, more educated, and better paidβ€”earning on average 47% more than workers in non-exposed roles. Postgraduate degree holders are represented almost 4 times more in the highest-exposure group. The productivity premium that made those roles profitable is exactly what made them attractive automation targets.


The Gap Is the Story

Where disruption has already occurred:

The 64-point gap between Computing and Mathematics’ theoretical coverage (96%) and observed coverage (32%) is not permanent. It will close. The question is how fast, and what specific frictionsβ€”regulation, accountability structures, corporate procurement cyclesβ€”are slowing that closure.

Having a live measurement of both numbers, and watching how the gap narrows over time, is more informative than any point prediction about which jobs AI will eliminate. The gap is where the next wave lives. When observed exposure in the legal sector moves from 15% toward 88%, that’s a signal worth monitoring.


The Real Conclusion

The 96% theoretical capacity is an impactful number. The 32% observed deployment is the honest number.

Between the two lives everything that matters: legal liability, trust, institutional inertia, procurement, regulation, and the distance between what a model can do on a controlled benchmark and what an organization will actually let it do when real consequences are at stake.AI is not yet replacing knowledge workers at scale. But it is quietly redefining who gets hiredβ€”and that’s a disruption that shows up in labor statistics years after it has begun.
